The Blue and Gold Banquet is a tradition in Cub Scout P81.  It is a celebration of the anniversary of the founding of Scouting America on February 8, 1910 and often, we include our Arrow of Light cross over ceremony as they bridge over to a BSA Troop.  Often, badges of rank are awarded.
